Frank J. Muhl was born in 1909 in Herdorf, Germany, under the name Franz Josef Mühl. At the age of twenty, he emigrated to the United States together with his sisters. His three brothers remained in Germany with their mother. Two of them were killed on the Eastern Front, and the third was taken prisoner of war.

Frank was initially buried at the Henri‑Chapelle American Cemetery in Belgium. At the request of his mother, and with the cooperation of the United States government, his remains were later reinterred in his hometown of Herdorf, where he was born.
